Sir:

 

My brothers, at present absent, informed me fully of the nature of the meetings you hold periodically in a public establishment in Madrid's Calle de Alcalá.

 

I have followed with interest the comments and the dialogue of those present on the subject related to us.

 

However, in view of the course of the last sessions, and of the information given to me before I came to Spain, I have noticed a breach of the commitment you kindly deigned to undertake verbally, whereby our relations would be suspended if in the course of your talks about our presence you mixed, before those present, elements foreign to it.

 

There is no doubt, in view of the context of your interventions, that such a breach was not deliberately and consciously directed against us. But we trusted in your sense of honour, our intransigence being justified by the disturbance (which you cannot gauge, as you cannot hear certain veiled comments of those attending) caused in those persons who, lacking background knowledge, fuse and confuse their versions of experiences alien to us with those relating to the studies we send them.

 

We have never demanded of you (nor of course shall we) that you adopt our own points of view. Not even that you believe in our existence. You are free to proclaim the closure of those sessions and change their ideological direction, putting an end to our contacts. A painful decision for those who, like us, feel a real affection for you (and this is not a mere courteous formula in the style of terrestrial protocol) but one that would be the fruit of your own free will.

 

You will understand that, an OFFICIAL revelation of our presence on Earth being possible in the near future. We need to take care of all the earlier testimonies belonging to this crypto-historical stage. If such testimonies were contaminated by unrelated accounts belonging to other experiences connected with extra-inhabitants (whose reality is foreign to us) They would not only be useless but harmful. We cannot allow ourselves to be harmed when we try to act with every delicacy towards you. And we shall consider any means of defence legitimate.

 

Yet we recognise that your stance is due to psychological stimuli that sometimes prevent you from acting correctly. Proof of this is your exquisite love for extraterrestrials, your courage in bearing witness in our favour, and even your repeated compliance with a rule that only in the last sessions has been twisted by you without malice.

 

This being clear to us, we wish to give you once more a margin of confidence (undoubtedly, had we been certain of your awareness of the unworthy act, not only would the rupture have been automatic, but the measures to correct the confusion caused by your words would have been severe).

 

A brother subordinate to me will telephone you after you receive this note. (he will apologise for not being able to talk with You in Spanish -which he does not know-) He will nevertheless record your words.

 

When you receive the call you may choose between two attitudes:

 

Silence: Indicating that you do not accept our conditions and definitively break off our contact.

 

The reading of this declaration, which will be recorded phonically with your permission.

 

 

I declare that I will follow the rule requested by the expeditionaries from UMMO on OYAAGA, whereby, in the course of my statements, comments, free criticism for or against their doctrines or the thesis of their existence, writings and any kind of verbal or graphic expression (lectures, interviews, consultations, monographic articles and books) I shall try by all the mental means within my reach to INHIBIT any reference to any experiences related to other presumed non-terrestrial beings.

 

 

If you read the preceding declaration before our brother, we shall interpret your gesture as an apology, accepted in advance, for your breach of the rules governing our relations.

 

The scope of such a commitment shall be understood to apply when you address an audience of more than eight persons (Excepting the family circle) directly or through a correspondent. THERE MUST NEVER BE LESS THAN TWO HOURS BETWEEN VERSIONS RELATED TO ELEMENTS FOREIGN TO OUR GROUP.

 

It is the spirit and not the letter that we beg you to fulfil in that declaration. It is not a coercion of your freedom but the only gift we have begged of you so far in exchange for our reports. Is it asking too much of you? Does the ingratitude of the men of Earth go so far as to refuse to adopt a NEUTRAL stance? observe that we have not demanded that you carry out an activity, but simply an INHIBITION.

 

It is quite possible that you do not fully understand the strange interest and emphasis we place on this matter. This is because you do not know the reactions provoked in your listeners when, after making a comment about us, you go on to tackle a subject that certain terrestrial human minds are incapable of tolerating. The distortion caused in their psyche can only be assessed by us by listening to their own private comments.
